Application for Classification

ICD Form 1-A

Any vessel may be submitted to the International Council of Drinkware for State-2 classification. The Council reviews each application on its merits. There are no fees. There are no guarantees of outcome. There is only the vessel, the moment, and the framework.

On Certification

A certificate of classification issued by the International Council of Drinkware is not a record. It is a guarantee.

The Council does not certify that a vessel was drinkware on a particular occasion. It certifies that the vessel reproducibly achieves State 2 — that any person, following the declared configuration, may drink from it. If that is not true, the certificate should not be issued. If it later becomes untrue through dishonesty in the original application, the certificate will be revoked. Revocation is public and permanent.

Breakage does not trigger revocation. A vessel may shatter the day after certification. The Council records this as a loss, not a lie.

The certificate reflects the Composite String at the time of assessment. If the vessel is later used in a different configuration that achieves a different State 2 moment, a new application may be submitted. One vessel may hold multiple certifications under different Composite Strings.

Section 3 — State 2 Compliance

Describe how the vessel achieves State 2. The Council requires a clear account of the moment of lip contact.

Section 4 — Functional Full Declaration

Per FP III, assessment is conducted at Functional Full: the fill level at which the vessel can be positioned from its resting surface in its claimed orientation without inducing spillage. The standard fluid is still water at ambient temperature.

Section 5 — No-Spill Declaration

Section 6 — Reproducibility Declaration

Certification is a guarantee of reproducibility. The Council must be satisfied that the claimed State 2 moment can be achieved by any person following the declared configuration.

Section 7 — Applicant Declaration

The applicant declares that the information provided is accurate and complete, that the vessel exists, that the claimed Composite String reflects genuine and reproducible State 2 function, and that no material facts have been withheld or misrepresented.

Frequently Asked Questions

Does it cost anything to apply?

No. The Council charges no fees. It issues no fines. It has no enforcement mechanism. What it has is a framework, a registry, and a steady pen.

How long does review take?

The Council does not publish review timelines. Applications are reviewed in the order received, with the thoroughness the subject deserves.

Can I apply for a vessel I did not make?

Yes. The applicant need not be the maker. They must be able to demonstrate State 2 function and attest to reproducibility. The vessel must exist.

What if my vessel has already been classified in the Registry?

The Registry contains all known claimed drinkware. If your vessel appears there, its Composite String is already recorded. You may apply for certification of a specific physical instance, or to contest the existing classification with evidence. The Council will consider both.

Can the same vessel hold multiple certifications?

Yes. A vessel that achieves State 2 in more than one configuration may be certified under each Composite String separately. Each certification is assessed independently.

What if my application is declined?

The Council will provide grounds. You may reapply with additional evidence. There is no limit on reapplication. There is also no guarantee of a different outcome.

What triggers revocation?

Dishonesty in the original application. If the claimed Composite String was not reproducible at the time of application, and the applicant knew this, the certificate will be revoked. Revocation is recorded publicly in the Registry. Breakage, loss, destruction, or changes in use do not trigger revocation.

Can I apply for a vessel that is not designed for drinking?

Yes. Intent Axis I5 — Defiance — exists precisely for this. The Council classifies the moment, not the object. If lip contact occurs and State 2 is achieved, the vessel is drinkware, regardless of its designed purpose. The Council will record it with a raised eyebrow and a steady pen.

Is the cupped hand eligible for certification?

The cupped hand is P class — Primordial. It is the only entry in the Registry that requires no application. It was there before the Council. It will be there after. It does not need our approval.
